This is a Naruto Shipuden roleplay of course in the village, For now I would like to treat it as before the Akatsuki had ever arrived, being as if the Akatsuki were to come again, there is no telling that Gaara will lose or the beast will get taken, from that I get that this is an ALternate line of events than that of the regular Naruto shippuden,

 

In OOC terms this Rp can have both Canon and OC characters within it although they need to Co-exist harmoniously, for instance Sasori might never of left the village and in that case will have a completely new set of skills. More over the canon characters can learn new jutsu that they didn't have in the anime so there is no "BUT IN THE ANIME YOUR CHARACTER" crap. They are roleplaying the character, therefore if they say something is happening in their post, It's happening in their post. Unless it's an obvious godmod of course but then again a good example would be Gaara implementing wind style. Just because he only uses wind style jutsu in his Shukaku form does not mean he cannot use it in his normal form. Or Kankuro, Just because he only has three puppets doesn'tmean he can't create another one that he himself has engineered. That being said, an OC cannot use jutsu or abilities that are definately from another clan in the anime such as Uchiha, Senju, Kaguya or any of that stuff.
